Textiles Committee being a body corporate having perpetual succession and a common seal, capable of suing and being sued, the requirement of prior notice under section 80 is not mandatory
For section 80 to apply, the relief must be claimable against the Government or public officer and it must be within the competence of the Government or public officer to grant the relief (Para 20)
